Background of the Property
“Up until August 2023, the property at 3340 Shelby Drive had been operated as an assisted living
facility for seniors, most recently called Terraza Senior Living. This changed when the residents were
notified that they must move. This is the property now called the Weingart Shelby project.
Concerns & Findings
Initial approval of the Weingart Shelby project at 3340 Shelby was entailed a secretive property flip
using a shell company. The application for funding included an inflated appraisal and did not reveal
the double flip.
In June 2023, developer Steven Taylor bought 3340 Shelby Drive for $11.2 million. Mr.
Taylor has subsequently been indicted for bank fraud around the financing. Even before Taylor’s
purchase was completed, he was already in escrow to sell the property to Weingart Center for $27.3
million coming from taxpayer grant funds. Weingart Center was aware that Steven Taylor did not yet
own the property.
Key People & Organization
Weingart Center is a major provider of homeless services in Los Angeles. Kevin Murray, president and
CEO of Weingart Center, and Ben Rosen, the senior director of real estate have both been placed on
leave by Weingart Center and both have resigned from the L.A. County Affordable Housing Solutions
Agency board.
Project Status
The Weingart Shelby funding included money for rehabilitation of the building. It was originally planned
to be completed by November, 2024. As of April, 2026, there have been 5 extensions requested and
the building is still under reconstruction.”
